International Online Survey of Experts and Stakeholders (OSES) (WP3B)

The international Online Survey of Experts and Stakeholders (OSES) is the work package WP3B and an integral empirical component of the EDU-LAB project, along with a set of Case Studies (WP4). The core part of OSES is the online survey of experts and stakeholders designed as a Delphi-type study.  It will be implemented in two rounds, with the first one in fall of 2025 and the second one in spring of 2026. 
The target audience of OSES includes representatives of the following principal clusters of stakeholders:
  • Governance and administration in the sphere of GE and PVET;
  • Business actors and stakeholders engaged with GE and PVET;
  • Teaching & administrative staff in education and training institutions;
  • Studying and working youths, as well as the civil society at large (on the national, international and regional levels);
  • Research and academia, consultancies;
  • International coordination and development organizations.
 We plan to involve 500 to 1,000 qualified respondents in the OSES online survey.


The preliminarily identified research themes of OSES are the following:

How are the known challenges of education and labour transitions addressed by various social actors (stakeholders) in different contexts and circumstances?

What are the most efficient tools (policy programs and practice measures) to address the identified challenges for different groups of youths in different countries?

How effective are the existing systems and models of educational consultations and professional guidance for different groups of youths in different countries and how can these mechanisms be improved?

What are the most likely short-term (next 5 years) and mid-term (10-20 years) trends with respect to access, participation, progression and completion in GE and PVET and young people’s related transitions in their educational and vocational pathways and to, within and from the world of labour?

What are the most likely short-term (next 5 years) and mid-term (10-20 years) trends with respect to diversity, inclusion and equity (DEI)?


For the creation of the Delphi-type OSES comprehensive questionnaire, the project teams undertake systematic literature reviews on project themes and collect several dozens of Exploratory Expert Interviews (EEI), mainly in the Case Study countries (see WP4) and other countries within the EEA (European Education Area). The results of OSES will presented to and discussed with various international audiences in the fall of 2026 and the outcomes shall be published as a detailed OSES report.
