Evaluation Agency Baden-Württemberg

EVALAG’s core competences are in evaluation of higher education and research, consulting on organizational development, cooperation projects (e.g. Erasmus+) and higher education research. The agency’s work is based on internationally accepted standards and conforms to the principles of the EHEA. The team includes several highly competent co-workers. The team and its core competences are as follows: Prof. Dr. Dr. Theodor Leiber (team leader) – quality development in education and research; performance data management; digital transformation and competences; formative evaluation; effectivity research; Dr. Katharina Heinz – evaluation of higher E&T; quantitative methods and data analysis in the social sciences; Dr. Dagmar Röttsches – evaluation of higher E&T; qualitative methods in political science; Michael Kolander, PhD – systematic literature research, semi-structured interviews; RCT longitudinal surveys; Wolfgang Sprengard – ICT; computing; software application. The team leads WP1 and co-leads all other WPs.

Prof. Dr. Dr. Theodor Leiber

Team Leader

Theodor Leiber is a scientific counsellor and higher education researcher at the Evalu-ation Agency Baden-Württemberg and Assistant Professor of Philosophy at the Univer-sity of Augsburg (Germany). He holds doctorates in Theoretical Physics and Philoso-phy. His research focuses on evaluation, impact studies, performance measurement and governance, quality management and organizational development in higher edu-cation as well as the philosophy of science, philosophical ethics, and political philoso-phy, in which fields he is also teaching. Since 2021 he is a member of the Commission for Research Information in Germany (KFiD) of the Joint Science Conference (GWK) and of the Executive Board of ERIEC (European Research Infrastructure Evaluation Consortium). He has led and participated in several Erasmus+ projects funded by the European Commission. Theodor is the author of several books and book chapters and many journal articles. He is a reviewer for several international journals, societies, min-istries, and agencies including the Education, Audiovisual and Culture Executive Agency (EACEA), Brussels.
