D3.2 builds on the WP3A inventory and terms-of-reference work reported in D3.1. It is the quantitative counterpart to the expert-survey strand of the project (WP3B), and its findings are handed to the WP3B online survey of experts and stakeholders and to the WP4 case studies as a structured set of mechanism hypotheses.
